 CHAPTER IV

Hang Your Dreams in a High Place But Try to Reach Them

From Below

Various life experiences have

finally brought Dian Damayanti to a dream: to achieve financial freedom before

the age of thirty and a member of the editorial board/ member of the review board

committee/ and international scientific and conference speaker. He made the

resolution at the top of Mount Lawu with his parents. With this dream, Dian is

determined to make her parents happy while they are still healthy. Dian

realized that this dream could not be achieved alone.

He believes that to achieve one's dreams, one

needs a "container", whether it be partners, books, discussion groups

or mentors in the field of scientific writing. This "container" will

speed up the journey to dreams. In addition, it is necessary for someone to

always discuss the dream they aspire to. By having regular discussions, the

mind will be more honed so that we are getting closer to the realization of our

dreams. The more often we discuss dreams, find out ways to achieve them and

enrich them with thoughts from various sources of knowledge, the more motivated

we are to immediately make them come true.

That is the belief of Dian

Damayanti. Also, don't even think about delaying any real steps, work hard from

now on. No wealth and success can be achieved in an instant. We must be

suspicious when there is a tempting offer without demanding hard work. This is

where Dian proves her determination to want to start moving, even if it has to

be from the bottom. In semester 2 of 2011 Finalists of the DKI Jakarta

provincial level youth ambassador (student) competition organized by the DKI

Jakarta Provincial Agency for Community Empowerment and Women and Family

Planning (BPMPKB). In semester 5 of 2012, Dian was accepted as a student

exchange at Guangxi Medical University, the best university in China in the

field of medical science. I am the youngest midwifery student and the only

midwife in Indonesia, because midwives in Indonesia to be given this

opportunity are still very rare at the time.

That's especially the status of still a

student. The school experience and the practice of working as an intern in this

hospital formed a new mindset in his mind. CERTIFICATE OF APPRECITIATION

AMBASSADOR 2019 He thought that becoming an employee was not

the path that matched my dream of becoming a member of the editorial board/

member of the review committee/ and international scientific and conference

speaker. So with full stakes, Dian decided to fight through the world of

research. Dian then spent a lot of money just to attend seminars, scientific

writing training, conduct research in government agencies and take care of

legal documents from the Indonesian state.

Because of her recklessness,

fighting injustice while attending midwifery school, Dian was even able to get

a reply to a letter and get protection from the sixth and seventh presidents of

the republic of Indonesia. The figures of the sixth and seventh presidents of

the republic of Indonesia are figures who inspire Dian a lot to keep dreaming.

Moreover, the sixth and seventh presidents of the republic of Indonesia had

also started his career as soldiers and entrepreneurs, but now he has become a

highly respected world class.

Their similar background makes

Dian more confident to continue to pursue her dream through the world of

research and is a member of the editorial board/ member of the review

committee/ and international scientific and conference speaker class world.

Dian Damayanti chose to be a

member of the editorial board / review board, committee / and speaker of

world-class scientific and international conferences during the global crisis

due to the covid - 19 pandemic. Dian chose to help several international

journal publishers as members of the review board without asking for anything.

purely to help researchers, experts and academics around the world to be able

to create scientific journals and hold conferences for free around the world

through the European Alliance for Innovation Publishing. During this crisis,

many people find it difficult to find money to meet their daily needs.

Therefore the door to the heart

of Dian Damayanti and her family get the guidance and grace of God as well as a

blessing from God Almighty. Dian is called to make almost all works free and

inevitably helps the European Alliance for Innovation, expert panel of AASE

research journals and conferences. We appreciate his/her scholarly contribution

towards the promotion of research and development culture. Chung Yuan Christian

I am sincere and sincere in

helping according to the ability of the field that I love to be able to help

all of God's creation because Dian used to have a difficult and tearful life.

Dian wants to help educate children all over the world as the successors of her

nation and Dian cannot help with money but with the energy she has, she can

already help 216 countries including Indonesia. If you are asked whether I am a

very rich person, have a car and become a billionaire and have a high rank or

position in Indonesia, can I dare to devote myself to research for free? The

answer is that I am just a servant of God who is obedient to worship God and

the knowledge that God has given me I do not want to sell and buy and also

everything we do is not a burden but everything we do in this world to worship

God and seek pleasure, mercy and blessings Lord. I am not a rich person. Like

an artist, businessman, or official, I am just an ordinary person. If asked if

I ride in a vehicle, I answer that I ride a shabby motorbike belonging to my

parents.

But God willing, my life will

be fulfilled even more by God I am more calm in this life and also I can enjoy

life as well as I become addicted to being able to help others. Initially, I

only wrote one journal. At that time, it was the journal of my thesis at

AbstractThe research aims to determine

the implementation of policies regarding cybercrime applications at the Metro

Jaya Police, Central Jakarta in accordance with the Electronic Transactions of

Electronic Information and / or Electronic Documents regulations. The basic

theory used in this research is Edward III (1980), which states that policy

implementation is influenced by communication, resources, disposition, and

bureaucratic structures. This study used a qualitative descriptive method by

interviewing several informants. The results showed that the Central Jakarta

Metro Jaya Police had implemented a cybercrime prevention policy through communication,

resources, disposition, and bureaucratic structures to overcome cybercrime.

Barriers to policy implementation are limited personnel such as IT and cyber

forensics experts, budget and facilities and infrastructure to support the

disclosure of cybercrime cases. Training is needed for cyber police in using

technology, both by the police and universities. This step is necessary to

recruit information technology experts. The urgency of the need for experts

must also be balanced with the presence of sophisticated facilities and

infrastructure to support network security and also to facilitate tracking

criminals so that cybercrime cases can be resolved quickly.

Keywords

Policy implementation,

cybercrime, prevention impact, and law on information and electronic

transaction

After that I became addicted to writing

journals in various conferences and journals were published and could be

accessed for free and downloaded, it could help people to want to learn around

the world. Now Dian and her family can help, which was originally a place of

worship where I distributed free food or drinks every day.

but now I can help 20 places of

worship every day distributing free drinks from personal money during the

covid-19 pandemic, many people around Dian's house have been laid off but with

the help of my family I can help them. Even their children feel grateful for

downloading scientific journals for reference for their final assignments,

there are free ones like what I wrote yesterday and some of my friends. Can

lighten their load and they can be helped to finish college.

They even hugged me and my

parents thanked me and begged to continue working and also don't forget to help

underprivileged people around the world with your knowledge. Don't be like

those who are experts, officials or artists and some scholars who want to come

must be paid big just to come to do. I told them all I need living expenses for

me and my family and to pay for all the costs of publishing my books, when

everything must be free, I take care of documents and permits to take research

in Indonesia. Share this all for free I need funds. I don't give everything for

free, at least I can only help in the field of scientific journal writing and

also help as a resource person as well as a member of the editorial board /

scientific review board and committee. But I asked to be paid for writing my

book but not at an expensive price but in accordance with market prices. To be

able to help them.

Dian believes that the vehicle

to achieve the dream of being a member of the editorial board/ member of the

review board committee/ and international scientific and conference speaker

world before the age of 30 is by self-effort. There are 3 things needed so that

we can be successful when starting, namely capital (capital), contacts

(acquaintance) and capabilities (ability). But all three are not owned by Dian

Damayanti. The only thing he has is a dream. Therefore, he was determined to

collect all three things at the same time.

Dian's first attempt was made by attending

various seminars and participating in student organizations related to the

world of scientific writing. In addition, he also took the opportunity to be a

writer at the World Academy of Science, Engineering and Technology Economy and

management engineering for the United States to be precise, to San Francisco

and to England. However, due to the postponement of the policy in the era of

the COVID-19 pandemic, the effort was finally continued online, even though

Dian had already spent up to 1000 Euros (around 18 million rupiah) and was

appointed a member of the editorial board/ member of the review board

committee/ and international scientific and conference at the World Academy of

Science, Engineering and Technology Economy and management engineering.

The worst experience was when I

experienced the violent and unpleasant behavior of midwifery and slavery, I had

to swallow the disappointment of losing my material and I almost became

paralyzed, and experienced my face become imperfect and almost go blind.

Failure after failure came alternately in Dian's life, but her parents always

reminded her to think positively and take lessons. Despite being faced with

various tests, Dian and her parents were still able to finish college with very

satisfactory grades.

After graduating from college

and starting to apply for civil servant jobs, Dian failed the CPNS test three

times. Finally, Dian decided to work as a member of the editorial board/ member

of the review board committee/ and international scientific and conference at

the expert panel of AASE, World Academy of Science, Engineering and Technology

Economy and management engineering European alliance for innovation publishing,

Member IEEE The world's largest technical professional organization for the

advancement of technology https://www.ieee.org/, IBIMA Conference voluntarily

without asking to be paid during the era of the global crisis due to the

covid-19 pandemic because they want to help educate children all over the world

The decision, of course, received opposition from parents, teachers and

friends. Naturally, how could one of the best graduates of the STIAMI Institute

of Social Sciences and Management decide to become a workforce like this, a

profession that is often underestimated by many people. However, Dian believes in the theory of The

Darkest Hour. This theory says that in the final stages leading up to the point

of success, a person will face extremely difficult challenges. But after we

pass the challenge, then great success will await.

When we are about to reach the

peak, there are difficulties and formidable challenges. But usually after we get

past that formidable obstacle, success is achieved. This pattern is experienced

by many success hunters and is known as The Darkest Hour theory. Many people

retreat in difficult challenges towards the end of the "game". In

fact, continue with optimism, and see the results. We can take the parable of a

pregnant woman. At 3 months pregnant, she can still smile and walk around. At 6

months pregnant, she can still walk even though her stomach feels heavy.

At the age of 8 months of

pregnancy, she has started to feel pain often. And the peak, at the age of 9

months of pregnancy, the stomach will feel very sick, and the birth process is

also excruciatingly painful. But after that, the woman will smile happily

holding her baby. God has also given that guidance to the universe. The darkest

darkness is in the early hours of the morning before sunrise. At midnight,

there was still moonlight. But when the moon is gone, the atmosphere is really

thick. After that the morning light came. There is no rainbow if it is not preceded

by rain. Do not give up. Extraordinarily difficult moments in the struggle are

a sign that success is approaching.
