Dasaratha thought of performing a horse sacrifice

He consulted many religious masters and sought much advice to perfect the ritual.
He got a sage named Rishya Sringa to perform the sacrifice
He strictly arranged special servants to take care of location and erection of the sacrificial platform

DURING THE YAAGA
Contemporaneously with the yaaga in Ayodhya, there was a conference of the devas in heaven.
The devas complained to lord Brahma.
The complaint was about the King Ravana, the king of demons, drunk with the power of the boon he got from Brahma, was causing them untold hardship and sadness.
The spoke to Brahma in a High tone
The devas
It is beyond our power and capacity to subdue, conquer or kill raavana
The devas
In the security of your boon, He has grown wicked!
The devas
He Ill treats all! Even women!
They thundered to Brahma
The devas
His desire is to dethrone Indra!
Then, they lowered their voice and spoke in a softer tone
It almost seemed like the mighty devas were pleading
The devas
You are our only refugee
The devas
And it is for you to devise a method by which raavana can be slain and his wicked and crooked ways end.
