World Settings:
It's a mixture of Omega verse and fantasy. Female Alphas have male genetalia. In this world Alphas are the only one who can identify their soulmate. Meaning that Omegas do feel a certain pull but they can't strictly identify their mates.
Vampires, fairies etc exists and they also have soulmates and they identify them on different basis. Like changing eye or hair colour with a person can prove that they're their soulmate.
Only Alphas and omegas have pheromones. Normally one cannot find their soulmate in other species but there are some special cases. Like Stella who's a vampire and has a soulmate who's an Alpha.

The only way a person can obtain them if they are an SFPD officer. But Ma'am SFPD has a policy where it is forbidden to take any weapon without proper application. And with the tight security around here, I don't think it's possible for an officer to take them illegally.

Good question. If we look at the victims we can see, at least I think that there's no connection between them. It's completely at random.

I think someone is doing this to take revenge against SFPD. They're trying to show the public that SFPD is killing innocent civilians. They want to tarnish our reputation.

If we look into fired or retired ICT officers who would look like they might have a grudge against the department, I think we may find some lead.
