CHP 1 The Railway case
This story has been set in a fictional place. All the rules of this place may differ from the real world and it can be a bit more adverse.
Fioans - a country with high technology however very lenient laws . Here criminals are released even after they have committed genocide if they pay money to the government. No one has the guts to point fingers at this system.
